What it is and does
This is the UAE's main rule on ozone-depleting gases such as R-22 and other HCFCs. It has 21 articles and 2 annexes. Businesses that import, export or re-export these gases, or equipment and products containing them, must register and hold a permit. They must also file annual reports. Releasing the gases to the air is regulated, and disposal needs prior approval.
Who it affects
Importers and traders of R-22 and other HCFCs, importers of HCFC equipment, service companies disposing of old gas
Key points
- Register with the Ministry and get a permit before trading ozone-depleting gases or equipment that uses them
- Owning or transporting equipment containing these gases may also need a permit (per a 2014 press summary)
- Annual reports of quantities handled
- Do not vent; disposal of gas or equipment needs prior approval
- Annex 2 sets the phase-out schedule (in line with the Montreal Protocol)
- MOCCAE runs an online permit service for each ODS import consignment
